    I think it has to do with the content of the prayer. If legislators hear a plea that they should be just, prudent, selfless, and scrupulous, what's the harm? I wouldn't want to hear a War Prayer, though.

    Evangelicals hope to accomplish their goals via persuasion, one person at a time. Dominionists...not so much.
