    Here's what the government says

    An OIG investigation can result in a criminal proceeding only if DOJ accepts it for criminal prosecution.
    I did conflate "investigation" with "prosecution," but the point remains the same: Comey has nothing to fear from the OIG's probe because

    For a case that has been declined for potential criminal prosecution by DOJ, or did not require referral to DOJ, the employee...
    The OIG primarily concerns itself with employees who have to fear professional consequences for their actions. Comey doesn't, because he was fired before he did anything.

    yeah, I know. Used to be a pretty entertaining pass time to spin up conspiracy theories about the FBI. Hell, that's one of the reasons X Files was one of our favorite shows. But , noooooooo....

    Trump had to come along and ruined it by doing things in the WH that are even more unbelievable.

    Yes they do Obstruction charge was based on Comey claiming Trump wanted to stop the investigation.. (The memos state clearly trump said for the investigations to continue).

    Collusion never happened between Trump and Russia the only evidence of Russia and the election is the Dossier it was purchased from Foreign Agents by the DNC and Hillary Campaign, and Face Book ads and Face book is owned by a HUGE HILLARY SUPPORTER and donor.

    those theories are not about the FBI. They are turning out to be Fact about POLIICAL APPOINTEES AT THE HEAD OF THE FBI.

    When it finds evidence of a crime, it has to consult a DOJ criminal prosecutor, and can do nothing to a non-employee if such a prosecutor doesn't pick up the case.

    The overall point remains: Comey has nothing to fear from the DOJ. The worst thing that could've happened to him was termination, and that happened before any of this became an issue.

    The government can't punish employees it fired for talking shit about their boss or revealing the nature of private meetings with him about their job.

    No, because the prosecutor has to affirm that a crime took place. If he or she doesn't, nothing happens, RE: an ex employee.
