    he's talking about who influenced his policy decisions as a Senator in 2006, a year before he even announced his candidacy for president. Not, who influenced them in 2008, two years later, after he was elected president. Which might be why you failed to provide the date of the speech in your OP.

    uh, what? Who said anything about writing policy? He's talking about policy "making" as a Senator in 2006. Economic policy to be exact. Nothing to do with healthcare, much less Obamacare. He doesn't even mention health care. Again, this was a year before he even announced his candidacy for president. Not 2008 after he was elected.
