    Do these cops have nothing better to do? No drug gangs in Florida, or any other violent criminal groups that need to be neutralized?

    I have worked with several charities that feed the homeless, there are reasons that they are required to have permits and inspections on their kitchens where the food is prepared. Just because they are giving the food away doesn't change the laws. A particular charity that I work with feeds the homeless in downtown Atlanta one Saturday every month. They give two sandwiches, one bag of chips and a soft drink to every homeless person they encounter as they fan out all over the downtown area. They were shut down for a month a couple years ago while getting the permits and inspections.

    These ordinances are put in place to protect people but they have a bad side as well. There are also issues with encouraging homeless to congregate in tight areas where these charities feed them. They need space.

    If I owned a restaurant, it would be a simple matter to pay people to give away inexpensive sandwiches on the street in front of competing restaurant. The resulting congregation of homeless people in front of the businesses might send more customers my way.

    if that's true then why did the court make the cops stop these arrests?

    I know you're just being sarcastic. But, that's illegal and you can be sued for interfering with a business relationship for it.

    They're handing out citations, and levying fines.
