    The CBO works under the concept of "what do you want it to be". CBO projections include the assumptions given them. At this point, there is no agreement even with in the Republican Party regarding the needed replacement legislation. If they ever reach an agreement, they will provide the CBO with the necessary assumptions, much like the Democrats did to support the ACA.
