    My guess is the only permanent solution would be a vaccine, but we've seen even that wouldn't be permanent.

    Reducing homelessness would certainly help, and it is no secret that many of the chronically homeless emigrate to California, so we'd appreciate some help even though we can and will deal with the problem ourselves.

    California absolutely deserves federal help. So does Florida, Nevada and Hawaii.

    No one is migrating to Ohio to enjoy their lives as homeless people more.

    And things are bad here. The City has a punishing program of clearing out rent cities and arresting panhandlers downtown.

    So.....there are a variety of reasons Americans are homeless. Expensive solutions are routinely rejected, but the fact is, a percent are mentally ill and cannot function. They need sheltered housing, such as tiny houses they can lock coupled with a nurse, etc. to look after them.

    Many of these vulnerable people are our vets, and an increasing number are elderly. They absolutely need and deserve care in the community.

    And, apart from the morality of the problem, these people did nothing to deserve to be treated as they do. People do not choose to become schizophrenic anymore than they choose to have cancer.

    They will remain a horrendous public health threat unless they receive proper shelter and support. The local jails are currently offering that care, which is grotesque and terribly inefficient.

    And, IMO, Hep A is just the canary in the mine.

    We'll be fighting typhoid and polio again. Bacteria don't GAF what your address is.

    "Sympathy" is a distraction, but yes. You could be quite punitive to the wannabe actors littering California streets.

    But not the the brain-damaged vet, or elder with dementia. And not to the floridly mentally ill in the rest of the population.
