Florida may pursue felony charges on abandoned pet owners

Authorities in south Florida may pursue felony charges against people who abandoned their animals as Hurricane Irma approached the Florida peninsula.
Palm Beach County Animal Care and Control director Dianne Sauve said the agency recovered roughly 40 dogs in the days before Irma made landfall in Florida. Some were tied up, others were in pens or in enclosed yards, unable to escape.
She said such abandonment is one of the worst things someone can do to their pet, saying "There is absolutely no excuse for doing that."

I don't understand how someone could leave their dog tied up to face certain death like that.

Conscious abandonment of an animal should get the same treatment as conscious abandonment of a child, period. Not just because pets are living beings which deserve the protection of the law in this instance, but because that's the next step, if you don't have the moral compass to not tie up your dog and leave him for dead, you are fundamentally capable of neglect and abuse of a person. Serial killers start with animals.

If you abuse an animal, you will abuse humans.

I do not understand it, either. My cats are my family; I would stay here with them before leaving them here.

The pet owners were abandoned? I'd prosecute owners who abandoned their pets but why prosecute abandoned pet owners.

Did most people have adequate time to get home before evacuating? I know a lot of of pets had to be left behind during the Fort Mac fire. There was a small group of people who stayed behind, and broke into homes to feed abandoned pets.

They had enough time to tie dogs to trees and cars.
