    Wasn't talking about how quickly he lifted it, but how quickly he let the exemption expire.

    The point was, we deployed more resources more quickly for Haiti the next morning. We still have not matched the Haiti commitment for PR.

    His personal conduct has a huge effect on the morale of both aid workers and the victims.

    The first one I can think of is that we had just had two massive hurricanes so obviously our supplies were very depleted.

    It takes time to reorder and replace those rather than having them readily available.

    The U.S. reserves for disaster relief have not been fully tapped, not even close.
