Fed up with Congress, Trump whacks Obamacare with his pen

President Donald Trump is trying to do with the stroke of a pen what Republicans in Congress could not — bring about the end of the Obamacare markets.

Trump is expected to sign an executive order on Thursday directing an overhaul of major federal regulations that would encourage the rise of a raft of cheap, loosely regulated health insurance plans that don't have to comply with certain Obamacare consumer protections and benefit rules. They'd attract younger and healthier people — leaving older and sicker ones in the Obamacare markets facing higher and higher costs.

It's not yet clear how far the administration will go, or how quickly it can implement the president's order. But if successful, the new rules could upend the way businesses and individuals buy coverage — lowering premiums for the healthiest Americans at the expense of key consumer protections and potentially tipping the Obamacare markets into a tailspin. "Within a year, this would kill the market," said Karen Pollitz, a senior fellow at the Kaiser Family Foundation who previously worked at former President Barack Obama’s HHS Department.

The focus of the directive is association health plans, which allow small-business owners, trade groups and others to band together to purchase health insurance. Such plans would be exempt from certain Obamacare’s rules, including requirements that it cover standard benefits, such as prescription drug coverage. Young and healthy enrollees would flock to the skimpy but cheap plans sold by associations and short-term insurance specialists, leaving behind the nation's sickest patients in the increasingly expensive and untenable Obamacare markets.

Trump lacks the foresight to understand that whatever he does via executive order can be easily undone by the next President. And, if he destroys the private sector insurance industry in his quixotic quest to smash anything and everything associated with President Obama, then we're all the more likely to get a real UHC package passed the next time we have sane people in control of our federal government.

Republicans think that they have a permanent majority now, but that's only because their long term memory doesn't extend so far back as 2006.

Not surprised by this move. The President goes to the beat of his own drum. The problem is that he reminds me of Keith Moon...

This is just an attempt at a quick fix so he can say "see kept my promise, I did it." Short term it might be great for him as rates will be lower and people can group together and get a cheap plan. Long term its awful though since they wont be covered for serious issues and debt will pile up. People will be screaming by then but he doesn't care.

Seems a lot of this is Rand Pauls idea. He will be with Pres Trump at the signing ceremony.

As I understand it, people purchasing these plans would still be subject to the IRS penelty because the plans don't meet ACA requirements.

There's some queasiness in the Congressional Republican ranks about this and it's evident why: Plenty of experts on the insurance industry think that in the next year, this will pull the rug out from anyone who depends on a subsidized-cost, low-deductible plan, that is, sick people. Not just in the Obamacare markets, either, this invades the benefit-insurance market too. So let's say the market starts to get really unstable in the next year, catastrophically so for some communities. What happens then? Republicans will have to make a choice: Bail out the insurers in tandem with Democrats, and alienate their base --- especially if they have to override Trump to do so --- or ride the catastrophic-premium hike lightning in what is already looking to be a shitty midterm.

Politically, it's just not very smart. It would seem that Trump believes that if his critics are right, he will just be able to blame Obamacare. But by doing this big step with his executive order pen, in a way that he and the GOP have criticized for years when it came to Obama decisions, he really removes any reasonable cover for himself and his party.

Look what little Trumpie does when a problem cannot be simply ordered to go away, have somebody fix it or Mister Twumpie Pants will be vewy angwy.

He starts throwing food and shits in his own pants.

Honestly I will be very surprised if we survive Trump without a major catastrophe.

I'm guessing the Democratic governors will win a stay when they take it to court.
