    As a result, the testing cost the government an extra $45,780, he said.

    Even the 8% is not the complete story. Of the 8,% if any are actively looking for work they meet the requirements.

    Not only that but if someone qualifies for Medicaid, they most likely meet the requirements for other benefits which means they are already required to seek work.

    Or if they are volunteering it counts as work.
