    I don't know and I don't care. The four years kicks in after the letter is sent and the letter isn't sent until they haven't voted for two years.. Either way, it is someone who has not voted in six years. Voting couldn't have been too important to them. What you are doing is looking for a reason to be pissed. You are trying to find a way to make this a bad thing. It's cleaning up the voter rolls of people who have not voted in at least six years. All someone has to do to stop themselves from being purged is either answer the letter, check the box when renewing their license or state ID, or vote.
