    how many government employees should be hired, and how much money should be budgeted to make sure no one who is "undeserving" gets qualified. Perfect compliance doesn't come without a cost.

    What human being hasn't made a bad decision in his life? Certainly most poor people haven't made bad decisions on the scale of our current occupant in the Oval Office. I don't see you complaining about government programs mitigating the consequences for his mistakes even though the cost to taxpayers for helping him over a rough spot due to his bad judgement, far outstrips anything given to the poor.

    Very good point. In general, the US welfare system is efficient, but not effective (i.e. its good at targeting the poor, but very bad at reducing poverty). Its therefore constructed poorly.

    In some cases yes. Should we allow someone like a Romney making 20 million to pay 13% in income taxes and Trump to not pay any for like 12 yrs?
