Better yet,have the money to pay before charging.
However many are not in that position.
As wealthy as this country supposedly is every child should have a free Education,if they choose.
Germany,that tiny,little country does just that,while we spend our money on a bloated Military that allows ignorant Presidents to start wars all over, blows money like water,can not even be audited.
Allowing a do nothing President to spend millions each week on lavish vacations. A decent Congress would cut off that money. They can do it, but his antics cover up their dirty work.
Until we elect a Teddy Roosevelt or his cousin,FDR nothing is being done.
After weeks of wrangling Congress is congratulating a 3 week extension!

In my case my Grandson got a Scholarship. His best friend has to work for a year to earn enough money to go to a Community College. Scholarships do not cover everything. A fine young man. He should have free Education because they are the future of our Country. All should have the same right.
But one of the main problem in the USA is to find skilled workers..... The training structures do not offer enough for that and it is why exporting good quality consumers goods from the USA is at a rather lowlevel in international comparisons...... when Northern Europe and Japan because of their skilled manpower are able to export a lot.....To give you an example I am a board member of a company which is active in dentistry, we manufactures all kinds of prothesis which are rather sophisticated. The American market is for us a bad market because there is no schools to train dental technicians in the US when Canada is a good market because you can findsuch schools and the people able to deal with this type of products. So to come back at the USA what kind of skilled jobs for blue collars do exist in industry. In some fields like aeronautics certainly, but certainly not for many consumers goods. So the question is not to import unskilled people or to use local ones, but to be able to bring to the market products which need trained people to be produced and to sell sell and export them.....Tariff barriers will not solve the problem but will help unperforming companies to remain unperforming using low skilled workers for just plain products, which compete with cheap imports.....
That is beginning to change in this Country. The egg heads who promoted College Educations for paper pushers are beginning to realize how bad it really is. Smart companies are pushing Vocational Schools, 2 year Community Colleges,and are finally beginning to understand the need.
Many smart companies are beginning to pay for Apprenticeships. But it will take a generation to repair. The Schools themselves are giving College courses, Associate Degrees.
Of course it does. But we need to stop elected officials from doling out money to the bloated Military complex,letting those same officials become millionaires by passing bills that benefit them. Cut the wars that are not doing anything!
Invest in the people they were elected to serve.
