    Like you, I had no idea that child marriage was a problem. Because of its obvious endangerment to our youngsters, I just thought every State would have protective laws. I must admit to being shocked that Massachusetts has no such law.

    2000, there were nearly 1,250 child marriages in the*commonwealth. Last year, there were still 217 child marriages — about*seven of every 1,000 marriages.
    A review of Kentucky data over the last 17 years shows that 11,000 minors have gotten hitched in that period — some as young as 13. These marriages occur across the commonwealth but are more common in the eastern counties, according to marriage license data obtained by the Kentucky Center for Investigative Reporting.

    From what I understand the US in general, has been fairly easy on some laws for various reasons. Various native, immigrant cultures/religions, within the US might view this subject differently so policy had never been set. Also the question of what happens if a 13 year old girl is impregnated by a 20 year old. That sort of thing. Many laws never have been changed since the 1700s in some eastern states to allow for these exceptions. You have to remember way back then it wasn't that uncommon for very young girls to get matched up with older men to marry. Arranged marriages and such. Nowadays states have changed laws but some just haven't done so yet.
