    A person is Jewish if he or she has a Jewish mother*. What a phrase like "culturally Jewish" describes is a level of Torah observance. There are many levels, anywhere from Charedi (the most strict of the orthodox groups, by custom more than by halacha) to culturally Jewish (meaning no Jewish observance at all, as such, but adhering to some non-halachic cultural norms), and anywhere in between.

    * Or is converted by a competent halachic authority, but converts are not really what you are asking about.

    False. Whether one is Jewish or not is not dependent on the faith he or she holds to. One is not Jewish by mere proclamation of faith, as with most religions. One no more stops being Jewish by being an atheist any more than one becomes Jewish merely by saying so. Jewish law does not work like that.

    Yep - Judaism is a religion; but there's also a unique culture associated with it, which isn't inextricable from the religious aspect. And to complicate things further, there's an inherited, genetic aspect.
