    I may not have any in my possession during Passover, so I have to get rid of it. I can:

    1) Throw it away by halachic midday the day before Passover starts;
    2) Give it or sell it to a non-Jews (again, before Passover starts);
    3) Anything remaining must be burned (and we hold back some so as to have something to burn) - again, before Passover starts.

    Furthermore, we also say a beracha (blessing) in which we nullify our ownership of any chametz remaining in our possession, in case we missed anything. Even if it is found in the house, we cannot do anything with it because it no longer belongs to us. If that happened - say, if I found a cheerio in a vent (that happened once, though not on Passover) - I would ask one of the local rabbis how to handle the situation. Typically, though, we are very careful about the whole thing.

    Most of the time, people do not have significant amounts of chametz to sell, but some do, depending on what they have. Expensive liquors (kosher, of course), someone probably wants to "keep," so he sells to the non-Jew with a down-payment (and if the non-Jew avails himself of any, he must pay full price later), and buys it back later. I will have very little left after burning to be sold, yet I have to do it (e.g., the Greenies I give my cats contain wheat, which has chametz in it, must either be used up, thrown out, sold or burned), because I may neither own nor possess any chametz whatsoever during Passover. Instead of bread or grain products (again, see the link above), we eat matzah and products made from it. The matzah usually isn't bad, but many products made from it can be truly awful, even chocolate. Fortunately, chocolate must be REALLY bad before I will disavow it....
