    Your comment is indicative of your general ignorance in philosophy. Only the laws governing the political association need to be enforced.

    You are confounding the different kinds of laws and their relationship to one another. Thomas aquinas defines 4 different kinds of laws; eternal, divine, natural and human. The difference between the 4 kinds of laws is their promulgation (or what you refer to as enforceability.) From this, it is clear that only human laws need to be 'enforced'. All the others are promulgated by themselves (unless of course you are dumb enough to think that laws like gravity and motion need to be enforced).

    The commandment of love is a divine or moral law because love is the necessary condition for human existence -- whether it is given or received. If you choose not to love other people, then it is your humanity that suffers for it.

    Is that clear?
