I see the following - James Madison is saying that as long as our reason and our self interest are tied together, not only are they going to become mixed together, they are going to influence each other. Furthermore, our abilities to secure material goods and a place in this world are going to differ; so similarly, our ability to secure a place in this world and our self interest are going to become tied together and mixed.
In building a proper community, we are challenged in two realms - firstly, our internal motives are going to be different; secondly, our external motives are going to be different. Because I have constructed myself in a particular way, which is often not the way other people have constructed themselves, I am looking for something, with my reason tied together with my selfishness.
Also, I am able to secure property in a specific way; similarly, my reason is tied together with that.
It would then follow from this, that we all are differently selfish, we all are differently able to acquire property. Government is designed to first protect us and to protect property. It can really only do that if we standardize what "we" are and what "property" is.
So, what are we? What is property?
