    Quite right, it was Jimmy Carter that suggested it in the 1990's and in 2016 a member of Congress also did.

    Are you referring to Edith Wilson, or Nancy Reagan? Neither of them was ever officially the Acting President, although both of their husbands were incapacitated in their last days of holding the office of the presidency.

    The 25th was ratified in 1967, Wislon (1913 - 1921) was before the 25th Amendment. Reagan should have been moved aside and Bush put n his place. That is probably what happened anyway, just behind the scenes to try to save face for Reagan and keep his Alzheimer's hidden.

    I was referring to Edith Wilson and yes not official as I indicated by the word "secretly."
