    Ronald Reagan was never anything more than a figurehead anyway. He was a puppet being controlled by pretty much the same cabal that pulled the strings for the George W. Bush presidency.

    Quite right, it was Jimmy Carter that suggested it in the 1990's and in 2016 a member of Congress also did.

    I gave two incidents in recent history that met the criteria. I could have added Andrew Jackson for violating the Constitution and subverting Supreme Court rulings, but I chose recent examples.

    He won't be removed but if he's unfit his power will be stripped.

    Nixons end time in office saw him so mentally unstable that Alexander haig told the JCOS to ignore anything the president ordered them to do and run it through him first.

    Nancy Reagan...but I don't think she was the only one.

    There are numerous Presidents that could be added by your criteria, yet the rules are now the 25th Amendment.
