    I would say they are similar to those of the same income level, and pose as much and more of a burden on the additional residents of the local and state.

    I have no idea what you're referring to.
    How are they fraudulent FICA payments when they did work and have them deducted? They simply used fake/forged/stolen documents to get beyond the I-9 requirements. If those withholdings can be shown to be theirs they can, in some instances, receive those SS payments once they reach age requirements.

    So then you are limiting those allowed to be granted citizenship to single persons who have never received any form of welfare or government assistance. You are down to allowing only DACA recipients the ability to legalize.

    The CTC was decided under the Obama Admin IRS that these filers could apply for an receive the credit. Congress has passed law (2015 PATH Act) denying/limiting it to ITIN filers, and IRS has delayed returns this year to try to limit the fraud. https://www.google.com/search?q=cong...utf-8&oe=utf-8
