    I got the response I expected. His question is why is the sea level rising, my post answered the question, he refuses to accept the answer even though it is in one of the most respected and scholarly sites on the internet.

    Ironically enough, cap-and-trade was originally an idea of CONSERVATIVE economists who called themselves 'free market environmentalists'. They were looking for a more market-based approach to dealing with a negative externality like pollution. A similar idea is 'marketable pollution permits', which the U.S. successfully used to limit sulfur dioxide emissions from coal-fired power plants in your neck of the country; Canada was getting PISSED about the pollution we were 'exporting' to them, resulting in acid rain harming Canadian forests.

    But the way cap-and-trade for CO2 emissions was implemented in Europe turned out to be nightmarishly complex, and the system was all too easy to 'game'. Which is why more economists are now going back to the simpler and more straightforward idea of imposing a 'carbon tax', as a means of dealing with this negative externality of CO2 emissions. The whole problem of greenhouse gas emissions has rightly been called the PERFECT market failure, because almost all of the negative consequences of GHG emissions are PERCEIVED to be 'far down the road'. Very hard to convince people in this situation that they have any real dog in the hunt.
