    Alabama replaces work requirements on food stamps

    Many do not know that there is a requirement that an able bodied food stamp recipient work to continue receiving assistance. However, these rules were relaxed during the Obama years. States like Alabama and Georgia are now enforcing these rules. Imagine, an 85% decrease in food stamps in 13 counties. Picture that nationwide.

    After the food stamp rolls swelled for years under the Obama administration, fresh figures show a dramatic reduction in states that recently have moved to restore work requirements.

    States were allowed to waive those rules for able-bodied adults thanks to the 2009 economic stimulus. As the rules loosened and the economy sputtered out of the recession, food stamp enrollment soared to record levels Ė peaking at nearly 48 million nationwide in 2013.

    But while that number has dipped gradually in recent years, some states have moved aggressively to push recipients who can work back into the job market and, in due time, off the program.

    Thirteen previously exempted Alabama counties saw an 85 percent drop in food stamp participation after work requirements were put in place on Jan. 1, according to the Alabama Department of Human Resources.

    The counties - Greene, Hale, Perry, Dallas, Lowndes, Wilcox, Monroe, Conecuh, Clarke, Washington, Choctaw, Sumter and Barbour - had been exempt from a change that limited able-bodied adults without dependents to three months of Supplemental Nutrition Assistance Program benefits within a three-year time frame unless they were working or participating in an approved training program.

    During the economic downturn of 2011-2013, several states - including Alabama - waived the SNAP work requirements in response to high unemployment. It was reinstituted for 54 counties on Jan. 1, 2016 and for the remaining 13 on Jan. 1, 2017. As of April 2017, the highest jobless rate among the 13 previously excluded counties was in Wilcox County, which reported a state-high unemployment rate of 11.7 percent, down more than 11 percentage points from the county's jobless rate for the same month of 2011.

    Ending the exemption has dramatically cut the number of SNAP recipients in the counties.

    That federal requirement Ė which applies to adults under 50 who donít have children Ė was suspended in 2008 as the recession hit and unemployment rates rose. But the exemption ended Jan. 1 for 23 mostly urban counties across the state, including Wake, Durham and Mecklenburg.

    And when it comes to families on SNAP with kids, a majority ó 55 percent ó are bringing home wages, according to USDA. The problem is, those wages aren't enough to actually live on.

    That jibes with what Feeding America, a network of U.S. food banks, found in 2014 when it issued Hunger in America, a comprehensive report on who uses food pantries and why. It found that 54 percent of the families who turn to pantries to help put food on the table have at least one member working, and that rate was much higher, 71 percent, for households with kids.

    In fact, SNAP already requires able-bodied adults without children to find a job within three months and to work at least 20 hours a week or lose their benefits. All told, about 42 million people receive SNAP benefits.

    As it turns out, many of the working poor who rely on SNAP benefits to get enough to eat are actually employed in the food industry. As we've reported, an analysis from University of California, Berkeley Labor Center found that 52 percent of fast-food workers are enrolled in, or have their families enrolled in, one or more public assistance programs such as SNAP, Medicaid or the Children's Health Insurance Program.

    Conservatives are some seriously cruel people. Tough shit if there aren't enough good paying jobs to go around. We have to starve kids for the sake of the federal budget and so the wealthy don't have to pay more in taxes.
