the Iraq war at its beginning would be considered preemptive.

Afghanistan and Grenada could be considered as aggression.
Afghanistan? Afghanistan was NOT a war of 'aggression' on America's part. We were ATTACKED, FROM Afghanistan, and the government that was ruling Afghanistan at the time, the Taliban, REFUSED to hand over the people responsible for the attack, Osama bin Laden and cohorts.

Saudi Arabia was far more responsible for 9/11 than either Iraq or Afghan...

No, that is fact. He was expelled from SA and his family Disowned him in the early 1990s

the Greatest factor in 911 attacks was the lack of enforcement of immigration laws. The attackers were overstayed their student visas.

This was common knowledge when Clinton was POTUS.

one of the biggest factors in the 911 attacks is that the attackers should not have been in the US, their student visas expired when they dropped out of flight school.

Oh, I know that almost all the 9/11 terrorists were originally from Saudi Arabia. But it was the government of Afghanistan that was harboring them, and giving them a 'platform' from which to operate.

And as for Iraq......Al Gore later said that for George W. Bush to invade Iraq after 9/11 was about as if FDR had invaded Brazil after the Japanese bombed Pearl Harbor. Iraq had NOTHING to do with 9/11. Astonishingly, MANY Republicans STILL think, to THIS day, that Saddam Hussein was deeply involved in the 9/11 terror attacks......
    Thanks from Ian Jeffrey

GW Bush believed in "Preemptive war" and I'm sure Trump does too.

Can anyone tell me what could possibly be the difference from a legal standpoint?

BTW....for those who like the concept of preemptive war, how about preemptive arrests?
(the state arresting someone they think might commit a crime)
