Wars of Aggression vs Preemptive war......Any difference?

Wars of aggression (https://en.wikipedia.org/wiki/War_of_aggression) are considered war crimes under international law.
GW Bush believed in "Preemptive war" and I'm sure Trump does too.

Can anyone tell me what could possibly be the difference from a legal standpoint?

BTW....for those who like the concept of preemptive war, how about preemptive arrests?
(the state arresting someone they think might commit a crime)

Off topic but I would say they are the both illegal/criminal wars.

    Self defense wars are not.

consider the idea that it doesn't have to be one or the other but can be both.

Except we were never attacked by Vietnam or Iraq, it was all on us....hell, we didn't even have a treaty to honor.

I think the military would justify the Vietnam war as a treaty obligation but Iraq was purely an illegal war of aggression.

Iraq war was illegal and breached UN charter, says Annan | World ...

Sep 15, 2004 - The United Nations secretary general, Kofi Annan, declared explicitly for the first time last night that the US-led war on Iraq was illegal. Mr Annan said that the invasion was not sanctioned by the UN security council or in accordance with the UN's founding charter.

the US didn't start the Vietnam conflict. we got pulled into it.

the Iraq war at its beginning would be considered preemptive.

Afghanistan and Grenada could be considered as aggression.
