    Actually they held the games throughout their reign, on the way up and on the way down.

    It didn't signal anything, people just enjoyed it.

    No, you're simply wrong about that. The Romans first engaged slaves in gladiator fights in the 3rd century BC, but the Colosseum was finished in 80CE, which is well into the Imperial period, after the final conquests of outer lands that were the basis of Rome's economic model. Gladiator games grew in frequency and elaborateness after that, and they didn't reach their height until nearly 476, the time of Rome's final sacking. There's a difference between an occasional, local event and an organized social function that grew from occasional, to weekly, to almost daily, sponsored by the government.

    No, I wouldn't. I like competitions that don't involve PRIMARILY injuring your opponent. Football is about as violent as I care for.
