    "Tannerite" is merely a brand name for a package that contains two chemicals that are relatively safe and effective for their intended uses. Gasoline is dangerous, but we don't outlaw it, although we could certainly get by without it if we wanted to.

    Gasoline has many restrictions on it when it comes to packaging and sale. It's illegal to fill anything but a vehicle tank, or approved container at a gas pump. And I'm pretty certain that gas stations aren't providing instructions on how to make Molotov cocktails.

    These chemicals are being sold in a package with instruction on how to make it blow up. Their function is pretty clear.

    So, you guys think that if we outlawed selling the kit with instructions, people would no longer make the explosive? It's use probably would be less prevalent without the kit being available, I guess.

    We are just lucky there is not some sort of communications platform where someone can go to find information about mixing individual chemicals to make things blow up.

    There was a pamphlet put out by the government, Department of Agriculture to be exact that told how to make a fertilizer bomb, when I was a kid. For blowing up stumps when clearing the land. But you don't see everyone building fertilizer bombs because there's no handy kit to just pick up at Cabela's.

    Absolutely. Obviously, there's be a handful of people making their own - but the number of people would be miniscule compared to the number who are walking into stores and buying the kits off the shelf. Especially if they start manufacturing and marketing chalk targets as an alternative.

    Consider the number of people in fireworks-free states who actually make their own fireworks.
