Health insurance is also regulated at the state level, so I guess if the federal government can dictate how state regulate health insurance, they can do the same thing with firearms.

    Psst......Genius....
The SCOTUS has ruled that regulation does not equal infringe. Regulation is constitutional.

No right is without limits. That includes, for example, freedom of speech and free exercise of religion.

I think you mean "shall issue" permits.

I don't think that's a great argument, but I get your point. And liberals are very happy to have the feds stick their nose into state business on the flimsiest "interstate commerce" premise.
Meanwhile, in the U.S. Constitution it says in Article IV, Section 1
Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State.
It's on this basis that states recognize drivers' licenses, marriage certificates and adoption decrees issued by other states, even by a state with less restrictive standards. I don't think carry permits should be any different.

Well, you are supposed have the permit on your person while carrying.

"Can" is not a synonym of "Is."
