    Simple.. you request every current owner of such a weapon to register it, along with the serial numbers. You ban the transfer of such weapon to anyone else for all future.
    The registered owner of that weapon, if he doesn't want to get rid of it, will be held fully liable for any use of that weapon. If it gets stolen, immediately inform authorities, and be ready for a severely hefty fine for not having secured the weapon properly to avoid the theft (e.g. by stocking it at gun range, where it is the only place to use it for recreational purposes anyways).

    Any such limited ownership weapon found in your possession without being properly registered.. jailtime.. severe and hurtful jailtime.
