    So if AR15s are made illegal and by some miracle, every single owner, good and bad, decides to follow along and turn them in, and crime doesn't diminish, does everyone get their AR15 back?

    They were banned for 10 years in the 90's, but never heard of them being turned in. Most people just stored them and didn't take them out. The Feds would probably offer to buy them, otherwise no one would turn them in .

    If you had them you got to keep them, and they weren't really banned, you just had to dress them down to keep selling the same rifle.
