    That makes no sense. Sure, White does not give us the mechanics, but that does not mean you can superimpose your own interpretation over the case. What you are basically trying to say is that because the Court did not give all the details - which, in the context of the case, would have been dicta anyway - its ruling is therefore meaningless.
