    I think Orangecat knows exactly, he just does not give a shit and in fact welcomes any cuts to food stamps, welfare, etc. They follow the ideology of "greed is good" and "devil take the hindmost".

    You do not know much about Taxes,I presume. Many do not pay taxes because they do not make enough to pay.

    So, what do Republican Governors do? They increase the Sales tax that hits those who can least afford it. But they need necessities of life.

    Kasich did that very thing in Ohio. Cut out State taxes that most lower income do not pay, cut funding to Education so bad even his State Legislature restored the funding.
