    He is giving you the process of getting a DL as if it is the process to regester to vote.

    here read the process. no where does it say anything about aliens not yet citizens.

    Online you have to follow this: for the online form a driver's license number or California ID number as well as the last four Social Security number digits are required to register. They don't assign a number so it is harder. They compare signatures as well.

    No that is for in person registration and they still check you. Online doesn't assign numbers. Read the added note for online voters that explains they do not assign numbers.

    No they can't. You must live in the precinct where you vote and your name must be on the list of registered voters in that precinct. I never have to show anything.
