    will someone please explain this statement to me?

    Here it is:

    United States Supreme Court, State v. Manuel, 20 NC 122 and 122 NC 122:

    "the term `citizen' in the United States, is analogous to the term `subject' in common law; the change of phrase has resulted from the change in government."


    Here's some context:

    Supreme Law Library : Resources : Municipal Law : privilaw

    Here's the question:

    What "change in government" are they talking about?

    I would guess that common law is older than 1790.

    The one that happened in the late 18th century.
