    Short of war, can the U.S. or even the UN prevent the spread of nukes and ICBM's?

    If a country thinks it's in their interests to develop nukes and delivery systems, can we really prevent them?

    I say no.

    What say you?

    Yes.

    We could destroy them before they get it.

    Realistically all we can do is slow them down.

    The only other way is to give them things that are more in their self-interest other than nukes.

    Bribery basically.

    No, nothing can prevent the spread of nuclear weapons. The best we can do is do our best to keep the crazies from getting them, defend against the crazies, and hopefully defend against the nukes or at least make them irrelevant.

    Not even with a war, quite possibly, if groups like al-Qaeda get ahold of any.
