Why only Venezuela? Why not Canada or any other country from the long list that has health care and other services available to all citizens?
People become lazy when everything is given to them. Venezuela got away with socialism for a time. Then oil prices fell. Sweden had a small population, educated and they had industry. Bring in a ton of welfare refugees, now you disrupted the balance.

Socialist Venezuela relied on oil to fund their "free stuff" oil prices collapsed. Then they had to borrow. Inflation, crime, chaos has taken over.

Psst - if you gave people a minimum wage, say, half the population (most poor / desperate), say 10$ an hour for 8 hours, that's already close to 1 billion dollars per day. How long would that be sustainable?

We are also not talking about people should sit around all day with nothing to do.
