I'm looking at the link - what indicates that it's a PAC? Admittedly, it's sparse on information, and as such, I wouldn't use it to donate ... but still, what indicates it's a PAC?

They are saying that instead of providing disaster relief that people desperately need right now, they'll use the money to community organize a few months later.
They are not providing shelter, food, water, clothing or necessities that people need right now. They are trying to get money that people are sending to help those victims so that they can use it to lobby later.

I don't see how this is Pac - in fact many victims of Hurricane Sandy had to jump through multiple hoops and long wait times to finally get their federal aid - seems like helping them legally through the claims process is their goal.

There is nothing wrong with donating to the immense effort rebuilding will entail.
