Attorney General William P. Barr has told associates he disagrees with the Justice Department’s inspector general on one of the key findings in an upcoming report — that the FBI had enough information in July 2016 to justify launching an investigation into members of the Trump campaign, according to people familiar with the matter.

The Justice Department’s inspector general, Michael Horowitz, is due to release his long-awaited findings in a week, but behind the scenes at the Justice Department, disagreement has surfaced about one of Horowitz’s central conclusions on the origins of the Russia investigation. The discord could be the prelude to a major fissure within federal law enforcement on the controversial question of investigating a presidential campaign.

Barr has not been swayed by Horowitz’s rationale for concluding the FBI had sufficient basis to open an investigation on July 31, 2016, these people said.

There wasn't any "spying", that is what Horowitz will report.

There was an investigation into the Russian attack on our election process, which is exactly what's supposed to happen.

Republican Senator Richard Burr, the chairman of the Senate Intelligence Committee, told CNN in July that he believes the FISA judges had “sound reasons” for issuing the Page surveillance warrant to the FBI. “I don’t think I ever expressed that I thought the FISA application came up short,” Burr said at the time.

Carter Page has been playing footsie with the Russians before he joined Trump's campaign. It's hardly the FBI's fault that he joined the Trump campaign.Once he did however the FBI had no choice but to surveil Page given his actions. The FBI got the FISA warrant on Page one month before the campaign in October 2016.

Page lived in Moscow in the early 2000s while he was an investment banker for Merrill Lynch. He wrote occasional blog posts from 2013 to 2014 in which he praised Sechin for his “accomplishments” in advancing U.S.-Russia relations and criticized the US sanctions on Russia as “sanctimonious expressions of moral superiority.”
The FBI had already convinced a federal court to issue a warrant to surveil Carter Page under the Foreign Intelligence Surveillance Act (FISA) in 2013 or 2014,

In the middle of the campaign Carter Page went to Russia and was approached by someone associated with the Russian Prime Minister's office in the form of the head of investor relations and offered a fee if he could get Trump to life the sanctions imposed in the Maginsky Act that put economic sanctions on people close to Putin. Asked whether he had brought up the issue of sanctions, Page was evasive: “Not directly,” he replied. And after initially denying it, Page said he “may have” greeted the overseas professor Joseph Mifsud, who told another Trump campaign aide, George Papadopoulos, about the Kremlin’s dossier of incriminating Hillary Clinton emails.
