These are state legislators which means it's usually not a full time job. You're Arizona, right? State senators and representatives there are paid $24,000 a year plus per diem.
I guarantee you that they make more than that.

I don't care what it says in the official charter.

If you knew it was a part time job, why were you shocked to find it had a part time income?

FYI: Your neighbors in New Mexico only receive per diem. They're the only state that doesn't pay their senators and representatives any salary. New Hampshire pays $100/year with no per diem.

Well I don't deal with state representatives, only city and county.

There is no reason for me to know their job details off hand.

Why do you assume I am supposed to know everything about politics?
