Current, former FEMA officials among three charged with fraud tied to hurricane relief in Puerto Rico

“These defendants were supposed to come to Puerto Rico to help during the recovery after the devastation suffered from Hurricane Maria,” Rosa Emilia Rodríguez-Vélez, the U.S. attorney for Puerto Rico, said in a statement announcing the indictment. “Instead, they decided to take advantage of the precarious conditions of our electric power grid and engaged in a bribery and honest services wire fraud scheme in order to enrich themselves illegally.”

Those charged were Ahsha Nateef Tribble, a FEMA deputy regional administrator whom authorities described as the leader in power restoration in Puerto Rico; Jovanda R. Patterson, a FEMA deputy chief of staff who left her position in July 2018 to work for Cobra Energy; and Donald Keith Ellison, who was president of Cobra Acquisitions until June.

Tribble (The Trouble with Tribbles) is a career bureaucrat. Who appears to have worked in the Øbama administration.

Prior to her tenure at DOE, Dr. Tribble served more than three years on the White House National Security Council (NSC) Staff, including interim service as Deputy Homeland Security Advisor; Senior Director for Response; and Director of Critical Infrastructure Protection and Resilience. She led or supported White House response coordination and operational policy for major disasters including Hurricanes Sandy and Irene; the Japanese earthquake, tsunami and nuclear disaster; major flooding on the Mississippi River and in Colorado; numerous tornados; and the deadly West Texas chemical plant explosion. She has traveled with President Obama and Vice President Biden to disaster areas to provide technical support on Federal response activities.
