What is the constitutional authorization for such legislation, given that the localities currently have the constitutional authority to designate themselves as "sanctuary" locations?
There is no such official designation as "Sanctuary City."

Such a dubious honor gets bestowed upon you by presidential decree. It's bullshit.

There does not need to be. A law would merely need to define the terms used.

As to the whole thing being "bullshit" ... probably. But it is worth asking if someone came up with a constitutional interpretation that allows the federal government the power to create a civil cause of action against a sovereign state (or city subject to that state) for failure to conform to a particular policy, which conformance the federal government has no power to compel.

How would you prove culpability by the state? It's the states fault that's crime was committed? It's a dumb law, another GOP brain fart.
