California is a 'may' issue state, it is up to the opinion of some local bureaucrat as to who gets a permit, and most say no one, except for celebrities and rich people.

Interestingly Oregon is a 'shall issue' state and you can get a permit with a clean record and training, and it is a 'may issue' for adjoining states, so it is possible for a California resident to have an Oregon carry permit and be denied a California permit.

Everyone should be treated the same when it comes to their civil rights, they shouldn't be subjectively dished out.

States get to decide how they carry out their laws. If you don’t like it, move to a different state.

States and cities have been caught busted for stripping citizens of their civil rights, California is on the list for denying 2nd Amendment rights, unlike Oregon. Well Oregon kinda, since out of state is still 'may issue' which is subjective.

You must not live in San Diego or San Francisco.
The rule is still the same. The policy is set by the county sheriff.

No. It comes down to a policy set by a LEO executive who is elected by the people of the locality. They can choose a sheriff who will provide permits to just about anyone or they can elect someone who will be more restrictive. It's a local choice.
My state was 'may issue', which wasn't a problem for me, the local Sheriff was my buddy, but for the guy that had a more legit reason, but had pissed off the guy who ended up as Sheriff after high school, it was a life and death matter.
Elected sheriffs are responsible to the voters.

On what list? Some list drawn up by somebody? If CA is violating the 2nd amendment, sue. The courts decide what the Constitution says and they limit what governments can do based on it. If California is really violating the 2nd amendment, it should be an easy thing to prove through our federal court system.

Perhaps your view of the 2nd amendment isn't universal. Certainly our courts should further define its parameters.

It will be thrown out by the SCOTUS. It is ridiculous, just imagine if it was the sole decision of the county mayor of who was allowed to exercise their 1st amendment rights in public or who got to vote.
