The House took its strongest step yet in the standoff with President Trump over congressional oversight, voting Tuesday to seek court enforcement of subpoenas for Attorney General William P. Barr and former White House counsel Donald McGahn.On a party-line vote of 229-to-191, the House passed a resolution that would empower the House Judiciary Committee to go to court against Barr and McGahn over noncompliance with requests for documents and testimony.

The vote keeps Democrats squarely on a meticulous investigative track favored by House Speaker Nancy Pelosi (D-Calif.) and other top leaders — and away from the formal impeachment inquiry that some 60 rank-and-file Democrats and several 2020 presidential candidates have been seeking. Still, the House vote reflects the frustration among Democrats with Trump’s unwillingness to cooperate with congressional investigators who argue they have a constitutional right to examine the executive branch.

This Congress is being tested — in this case, not by a foreign adversary, but by our own president,” said House Rules Committee Chairman Jim McGovern (D-Mass.), adding that Trump’s blanket policy of not complying with congressional subpoenas makes “Richard Nixon look like an Eagle Scout.”

In fact, shortly before the House vote, a new clash erupted between the administration and Congress. Barr said he will ask Trump to assert executive privilege to shield documents on the administration’s decision to add a citizenship question to the 2020 Census if the House Oversight Committee moved ahead Wednesday on holding Barr in contempt.

There are only 18 days left to work for Congress until mid September. By then the 2020 campaign will be in full swing.

Speaker Nancy Pelosi (D-Calif.) said Tuesday that House Democrats are “not even close” to backing an impeachment inquiry into President Trump.

Pelosi was asked at an event in Washington, D.C. if she would support launching impeachment proceedings if over half of her 235 Democratic members did. “It’s not even close in our caucus,” Pelosi told the moderator, CNN’s Manu Raju. “Why are we speculating on hypotheticals?" she asked.

Pelosi faces mounting pressure from rank-and-file Democrats, some committee chairmen and even members of her own leadership team who are pushing for an impeachment inquiry.

But pro-impeachment Democrats still represent fewer than one quarter of the total number of Pelosi’s caucus. The Speaker, who lived through former President Richard Nixon’s impeachment and served in Congress during former President Bill Clinton’s, has warned that moving to impeach Trump would rip the country apart.

It might also be that the GOP has votes too and they won't impeach someone who's on their team, without regard to the merit of it. Pelosi probably doesn't want to impeach and lose, and give Trump another reason to lie about being totally vindicated.

Pelosi is far from stupid. All any one needs to do is some simple math. The House does the investigation, like the police, and then proffers charges, like a prosecutor. The Senate then becomes the jury. (For presidential impeachment the chief justice presides) The simple truth is, the REPUBLICANS control the senate. The vast majority of them are simply never ever going to vote FOR impeachment, no matter what the house finds during their investigation. It requires a 2/3 majority, in other words 60 votes. Even if the 2 independents voted with the Dems, and that's assuming ALL the Dems voted for impeachment, they'd still need 13 more Repubs to flip. Even if the Dems found irrefutable evidence, I doubt enough senate Repubs would ever vote to impeach. Some red state Dems might not vote for it either.

Bottom line, you are right. I seriously doubt Pelosi, or a majority of the dems, are going to waste their political capital on impeachment when the chances of success are decidedly not in their favor. It would give Trump a YUGE hammer to pound them with during the next election cycle. He would absolutely play the innocent card and his base would eat it up with a spoon.

A much more practical solution is to do the due diligence, do the investigation, then release their findings and let the voters decide.

The left are in melt down, hence why they're pushing this stupid impeachment crap, because their own investigation is not only going to be investigated, Trump has told Barr to declassify anything he wants for the US attorney.

Absolutely. I still just am not sure Biden can win the D primary. Trump wants Warren or Sanders badly so he can harp on the socialism. Trump also mentioned something last week about him being "vindicated" by Mueller. So I also think he will certainly use that in 2020 if Ds dont impeach. He will claim his vindication all over at rallies or worse say Ds are weak and afraid to take him on. Pelosi is smart to hold her ground for now but she better be darn sure her party will get behind whoever wins the primary because she wont want infighting and regretting she didnt go into impeachment. Its a balancing act for sure and right now Pelosi is winning.

Trump would damned sure take a victory lap and pronounce himself exonerated if the Senate voted not to convict him, and this Senate won't convict him. The evidence of his guilt is irrelevant. Unless public opinion drives the senate Republicans to turn on Trump, it would be stupid and useless to impeach him. He can be prosecuted if he doesn't win reelection.
