More important is, from the indictment:

This is the first official confirmation that Mueller believes at least one American knowingly established ties in late fall 2016 with Russia on the GOP's behalf, and that they know who this person is.

It is also breaking on CNN. Remember that when the indictments came down for the Russians the announcement was carefully worded to twice say there were no US citizens "in THIS indictment".You just knew that it was time to fasten the seatbelts.

News is saying she may have been part of a "ring" of Russians that were attempting to influence elections not just in the US, but also Brexit, Spain, France and Germany..

the justice department just announced the arrest of a russian national on twitter.

https://twitter.com/TheJusticeDept/status/1018929623877541889

Here's more....
According to the affidavit in support of the complaint, from as early as 2015 and continuing through at least February 2017, Butina worked at the direction of a high-level official in the Russian government who was previously a member of the legislature of the Russian Federation and later became a top official at the Russian Central Bank. This Russian official was sanctioned by the U.S. Department of the Treasury, Office of Foreign Assets Control in April 2018.
The court filings detail the Russian official’s and Butina’s efforts for Butina to act as an agent of Russia inside the United States by developing relationships with U.S. persons and infiltrating organizations having influence in American politics, for the purpose of advancing the interests of the Russian Federation. The filings also describe certain actions taken by Butina to further this effort during multiple visits from Russia and, later, when she entered and resided in the United States on a student visa. The filings allege that she undertook her activities without officially disclosing the fact that she was acting as an agent of Russian government, as required by law.

undoubtedly, Trump was briefed on this. There's no way the Justice Department would have done this without telling him, knowing he was headed for a summit with Putin. Which means, he stood there on stage and let Putin lie right to his face. He knew this. Yet, he had the audacity to cast doubt on our Justice Department? All just because he's more concerned about his own personal image than the national security interest of America. He knew. That's why he had no problem recruiting Putin in his efforts to undermine the US. All right there live for the whole world to see.

Something to note here: If the reports are correct and Butina has no official affiliation with the Russian government, she is an "illegal" or "non-official cover (NOC)" agent.

While we have arrested NOCs before, it's been some time since this became public knowledge.

In international spy protocol, NOCs are fair game for the criminal justice system unless claimed by their controlling agency.

Even if she is claimed, they can still be detained indefinitely, and prosecuted without limit, until purchased with a prisoner exchange.

If she is not claimed, she is vulnerable to being thrown one of the blackest holes the U.S. has. She'll want to plea out.

(I thought ADX Florence, but turns out that's an exclusively male prison. Not sure what the point is, they're in solitary round the clock).
