That's a crappy translation of a Russian article. Basically, the proposal, which is being approved in the Duma right now, is as follows: this will apply to young couples forming new families and looking for housing


As soon as the couple has a baby, the government will pay off a portion of their mortgage. When they have another baby, another, bigger portion of their mortgage will be paid for them. And so forth, for every kid they have they get an increasing percent of their mortgage paid off and forgiven by the State. Until it's all gone.

It is a big issue: currently, nearly 30% of Russians either need housing or need better housing (like, people living in dilapidated wooden shacks in the countryside, with no electricity, firewood for heat, and no running water either, women and girls still carrying buckets of the water from the local well on their backs, just like 100 or 200 years ago

(and it's always the females who do this work, I have no idea why...)

Tens of millions of people are living like this. Most do not complain, because they had never traveled out of their village, have no access to the internet, and only watch cheerful propaganda channels on TV (provided they have that) or listen to government-run radio, which, again, tells them life is great and nowhere is as nice as in Russia. They gladly believe it all, not knowing better. Those rurals are Putin's main electorate, naturally... When a opposition activist comes to some small town and tries to tell them how bad their life actually is, people curse him as traitor working for US State Department, throw eggs and other projectiles at him, and beat him up, and chase him away...

But point is, many people need housing, especially young, newly married couples.

There are many municipalities and regions already subsidizing and even handing out housing. In the city of Yekaterinburg, for example, young newlywed couples compete in a sort of lottery every year, where the winner gets a brand new apartment, for free

And now, there is this federal initiative. Among its supporters is now the lawyer and Children's Rights Ombudsman Pavel Astakhov: Astakhov supported the idea of debt forgiveness on mortgages for the birth of children | RUSHINCRASH

Among detractors and critics: millions of Russian mortgage brokers :D Their national association is protesting very loudly right now...

Russia already has many benefits for parents.

Every second and subsequent child nets you about $10,000 from the government, under the Maternity Capital program

plus various additional regional or municipal or organizational benefits.

Plus, many regions give houses to big families for free

or vehicles (vans)


And, there is also nationwide recognition and encouragement for such parents, Putin himself, personally, awards the Parental Glory medal at the Kremlin

Way to go, kid, pick your teeth while your family is taking a photo with the supreme leader lmao

And now this new mortgage thing too.

Thanks to all the government policies, Russia's disastrous demographic situation in the 90s has been reversed.

Birth rate went up from 8/1000 in 1999 to 13.3/1000 in 2014. TFR went from like 1.3 kids per woman then to 1.71 in 2013, 1.55 urban, 2.26 rural, rural Siberia scoring highest with over 2.8, I believe, followed closely by (yes, those evil Muslims popping out babies like rabbits lol) North Caucasus. And it went up since then too. Total national TFR is over 1.8 now.

However, the problem is, because of unusually few children born in the 90s, Russia is due soon to experience a "demographic hole" or whatever, where, again, less children may be born due to less women aging into procreative age because less girls were born back then. Putin is maintaining and improving all the social programs, to both push the younger people to marry and breed, and also prod older parents to have more kids yet to make up for the expected shortfall...

Time will tell how effective this will be.

I doubt that it will have much effect, so it would go up to 2,1/woman. There is just no big cities in the 1. world where fertility rate is over 2,1/woman, no matter how much money goverment gives them. Of course those kind of policies will boost rural-fertility but Russia is too urbanized already. Urbanites dont want to have many children if any mostly because of cultural and psychological reasons. If Russia really would want to increase fertility rate, they should make big cities less dense, kind of "village-like"

Russian population is doomed to decline a lot in future, unless Russia will start mass-immigration from 3.world countries. Also some religious cults eventually might save Russia from endless population decline, such as cossacks, old believers, radical-muslims etc..
But that is not likely to happen anytime soon, because most of Russian population are not like those people.

Well, there IS immigration, mainly from ex-Soviet Central Asia, as well as Ukraine, Belarus, and Moldova mainly men coming as migrant laborers to work in construction

and other menial jobs.

There are less of those now, due to the recent economic issues.

There are Armenians and Azerbaijanis who run and work in the fruit and vegetable markets, selling produce from farms back home


There are also "outsiders", people from outside of the former USSR, like Chinese and Vietnamese who run markets selling cheap knock-off clothes, purses, wallets, etc

Most of them come as students, as I said before, go to Russian universities

many then stay and become citizens.

There are activist groups, made up of women, mainly, who try to get them out of it.

But these aren't big communities. There are only 70,000 African Russians, for example, 40,000 of them - half Russian mulattoes. Russians would not likely accept an increase in such immigration, as they would fear the Africans would not assimilate as they now do, in greater numbers...

A goverment exists to serve its people....what form that takes is up to them.
