If so, how do so many of Trump's "people" get to simply not show up to testify, without some sort of accountability, such as 90 days in jail?


At the same time, does refusal to obey a subpoena, add to any other and existing charges or allegations of "obstruction", by presenting continued obstruction?
My thought exactly for the last month.

Yes, at least initially. The issuing committee would have to send a resolution to the full chamber to hold a subpoeanaed person in contempt of Congress.

If passed, the custom is to then ask Congressional lawyers to file a federal lawsuit, asking the court to find the subpoeana is valid. Then, if the person continued to refuse to appear, the federal court would find them in contempt.
