The US laborer was basically eliminated when it could be done in China for so much less...so much more profit

2. G. W. Bush send his U.S. Trade Representative, Robert Zoellick to China to help China to get into to the World Trade Organization Mr. Zoellick completed negotiations to bring China and Taiwan into the World Trade Organization (WTO) by 2001.

3. Before China joined the WTO, the United States essentially provided Beijing with a yearly MFN (Most Favored Nation) status. The yearly exception was a waiver - 1974 Jackson–Vanik Amendment which ws written with the intend to restrict the trade benefits of the United States if the country was a Communist nation.

The cornerstone principle of the World Trade Organization is that members provide each other unconditional Most Favored Nation trade status, now called Permanent Normal Trade Relations (PNTR) . Current U.S. law precludes granting PNTR to China; as a result President Clinton has asked Congress to amend the law.

4. Part of Bush's action included eliminating the term "Most Favored Nation" (MFN) status into a status that did not need a yearly waver. The new status, which was given to china is "Permanent Normal Trade Relations"(PNTR)

By removing the yearly need for the MFN, which had to be voted and approved by congress every year, Bush just eliminated it and replaced it with Permanent Normal Trade Relations but voting Yes eliminated the shaky yearly vote.
