Pennsylvania's tax incentive deal and the site of the plastics plant were announced in 2012. Site construction started in 2015.
Yet here was the perpetually full of shit Trump today telling Shell workers that he is responsible for making it happen.

(AP) — Donald Trump sought to take credit Tuesday for a major manufacturing complex in western Pennsylvania in his latest effort to reinvigorate the Rust Belt support that sent him to the White House. He was cheered on by fluorescent-vest-clad workers who were paid to attend by Shell, their employer, which is building the facility.
Despite Trump’s claims, Shell announced its plans to build the complex in 2012, midway through President Barack Obama’s term in the White House.

Neither of those things are in the Associated Press article.
The plant was approved and announced in 2012. Site construction began in 2015.
It was being built no matter who was president.

"Shell is constructing the Pennsylvania Petrochemicals Complex, a major petrochemicals plant that will process ethane from shale gas. In November 2017, Shell announced the completion of the site’s early works programme and the beginning of the main construction phase."

And to think that Øbama would have stopped fracking if he could have. He did try and stop it on federal lands but a federal judge (an Øbama appointee in fact) smacked that nonsense down.

This is idiotic.. Nobody drills on Federal land.. Never have. Fracking has been around since 1960.. but not in the US.. So when domestic producers began fracking they made a real mess of it.

2016 Final plant plans approved
2017 Plant construction begins

Yeah there a lots of sources, that's why I sought out the actual Shell press releases.

There were projects all over the nation that got put on hold because of the anemic growth in the Obamaconomy.
