I think Mueller should have been a little more clear on one point. It looks like he wanted congress to review his report to determine whether or not it was grounds for impeachment. But he should have said that plainly, because as tribal as things are, the Republicans in congress don't have to read between the lines... and can easily just parrot Trump's no collusion, no obstruction bullshit.

Just the opposite.
It shows conspiracy and collusion with Russia and many instances of obstruction of justice.
The only reason why Mueller didn't indict is acceptance of the DOJ opinion that a sitting president can't be indicted.

Of course he can be indicted, the Supreme Court has said so.

That was Mueller's job, to indict if a crime was found.

The DOJ typically doesn't do it because the president is given a lot of leeway on how to respond if he is charged with a crime while in office.

Basically they can't prosecute unless he says he has time.

But you can certainly lay out the charges and get the case started. The Court specifically says that the president must respond to any requests, like court dates or subpoenas, in a reasonable amount of time.

So this lefty talking point is utterly ridiculous.

And besides, an actual indictment would give you guys a legitimate reason to start impeachment proceedings whether or not the criminal case moves forward.

There was zero reason for Mueller not to indict if he had the evidence but he didn't.
