Sure it is a win as it will be factored into the census.
Factored in how?.
Trump is blowing hot air so he doesn't look like a loser.
But the bigger loss for Trump is that the point of having the immigration status question was to discourage immigrants from responding.

What was stopping him from doing that anyway, without spending tens of thousands of dollars losing court cases?

True, we don't need the census to determine how many non-citizens are in the US. Besides, there is no place for this data to be "factored in" to a simple head count. The census doesn't count citizens -- it counts residents.

Definitely a more efficient and cost saving if it was put in the census. SC had no objection to the the question in the census, it was the commerce dept that did not give a adequate reason for it. And can't blame Trump for the asshole judges.
